| WEST VIRGINIA: A VISION SHARED |

West Virginia has developed a strategy for economic success. It’s a blueprint for the state’s leaders
to follow in building a stronger economy.
“West Virginia: A Vision Shared” lives and breathes through the input of thousands of West Virginians
who have contributed their ideas and their time to deciding on a direction for the state.
The West Virginia Council for Community and Economic Development, the private-sector group that oversees
the work of the West Virginia Development Office, leads the efforts set forth in the plan.
With contributions from a cross-section of West Virginians, the council focuses its work – legislatively
and financially – on the following four issue areas:
- Intellectual Infrastructure in the 21st Century. Focuses on worker training, education and R&D.
- New Economy: New Challenges and New Solutions. Focuses on diversifying the economy, capital formation and entrepreneurship.
- Results-Based Government: Planning for the Future. Focuses on government reform, infrastructure and health.
- Building Bridges and Empowering Citizens. Focuses on regional cooperation and image improvement.
- Leadership within the four issue areas develops policy and makes recommendations for achieving stated goals. Benchmarks and performance measures keep the groups on task.
The West Virginia Legislature has addressed several key issues:
- West Virginia’s PROMISE scholarship program was funded to provide full tuition to West Virginia institutions of higher education for qualified students.
- West Virginia’s tax incentives were overhauled and are in alignment with the goals of “A Vision Shared.”
- A new Venture Capital Act significantly improved the climate for risk capital by providing $25 million in state money to be leveraged with up to $75 million of federal money.
- Multi-county projects may share tax revenues and grant opportunities.
- Commitment and leadership exists to continue the initiatives of “West Virginia: A Vision Shared,” improving the state’s business climate.
