It is the mission of the Office of Coalfield Development to identify and assist communities affected by surface mining activity to develop plans for long-term economic viability after mining.

Applicants for new surface mining permits and first renewals are required to file a Community Impact Statement (CIS) with the Office of Coalfield Development summarizing the impact of such operations on surrounding areas.
Copies must also be filed with the county commission, clerk, development authority, regional council and county library.
Content of the CIS is taken from the DEP surface mining permit application - certification of the accuracy is required. The CIS describes:
- Location, extent and duration of mining operation
- Property impacts
- Proposed blasting and valley fills
- Post-mining land uses
- Impacts on infrastructure and area economy
The office was created
- To establish a procedure for developing a community impact statement
- To establish a procedure for determining the assets that could be developed in and maintained by the community to foster its long-term viability
- To establish a procedure for determining the land and infrastructure needs in the general area of the surface mining operations
- To determine the need for meetings among the various interested parties in the communities impacted by surface mining operations and, when appropriate, to facilitate them
- To offer assistance to facilitate the development of economic or community assets. Such assistance may include the preparation of a master land use plan.
