FLEX-E-GRANT PROGRAM - INSTITUTIONAL/ORGANIZATIONAL
Some of the outcomes of institutional capacity building might include:
  1. Every community has institutions that carry out important community functions. This includes all types of civic clubs and traditional institutions. These are persistent, on-going activities that meet the social needs of local residents and the vitality of communities is dependent on these functions being carried out.
  2. Sense of purpose -- Developing a clear vision and direction that is championed by members.
  3. Strategy -- Strategic plan is a process by which an organization or community envisions its future and develops the necessary procedures and operations to achieve that future.
  4. Organizational skills -- resource management, planning and implementation as well as performance measures. This can also include strategic planning, fund-raising or revenue generation and building external relationships.
  5. Human resources -- Trained and equipped staff and volunteers focused on the vision and direction.
  6. Systems and infrastructure -- A formal “system” for how all decisions made in the organization
  7. Organizational structure -- such as board governance and individual job descriptions.
  8. Culture with established recognition systems that sustain the vision and direction of where the organization wants to go.
Example of Institutional Capacity Project:
  • City of Philippi: Creating Tomorrow’s Leaders Today
  • Eligible Activity: 2.1
  • Purpose: To provide professional training to interested citizens on the importance of local government, communication, collaboration, planning, etc. for the future of Philippi and surrounding areas as well as encouraging them to serve on city committees for the enrichment of the community as a whole.
  • Problem/Issue: Too many of the same people are serving on committees and boards and the City would like to take action now to ensure that a pool of qualified persons are ready, willing and able to serve on committees and boards that determine policy for the community.
  • Goals/Objectives: Enhance individual citizen communication and collaboration skills; enhance citizen participation within the community; develop a pool of citizens willing and able to serve.
