19th Annual Logan County Black History Program presented by New Empowerment for Women Plus

FLEX-E-GRANT: ELIGIBLE ACTIVITIES AND APPLICANTS
Eligible activities: Flex-E-Grants may be provided to:
  • Existing leadership activities for curriculum development and expansion of current offerings to encourage the incorporation of regional development focus.
  • Universities/colleges (and/or their affiliates), regional planning and development councils, nonprofit training providers and other eligible applicants to establish scholarship programs for individuals from distressed counties to attend leadership training and capacity building programs.
  • Increase the effort to train locally elected officials and their staff in leadership development and regional development concepts and techniques as well as strategic planning principles.
  • Expand the base of local persons motivated and prepared to serve as locally elected officials, staff and civic volunteers by preparing local youth for civic responsibility through participation in established programs.
  • Expand the base of local persons motivated and prepared to serve as locally elected officials, staff and civic volunteers by providing extensive outreach and/or programs with an emphasis on leadership and/or capacity building activities with opportunities for women and minorities.
  • Support organizations that provide training and technical assistance to nonprofit and community/economic development organizations.
  • Assist organizations that strive to obtain national accreditation or industry professional designation.
  • Industry associations and networks to provide training opportunities and other organizational capacity building activities for member organizations from distressed counties.
  • To regional planning and development councils, local economic development authorities and other eligible local technical assistance organizations to assist communities that wish to participate in established community capacity building programs.
  • To aid units of local government and community organizations in developing community strategic and implementation plans.
Eligible applicants: Public entities (cities, towns, counties, regions, public service districts) and nonprofit organizations from West Virginia's distressed counties as designated by the Appalachian Regional Commission.

The Flex-E-Grant program is targeted to benefit ARC Distressed Counties. Programs must demonstrate beneficiaries in Distressed Counties.

Flex-E-Grant funds may not be used for the benefit of non-distressed counties. The selection criteria for ARC distressed counties consists of:
  1. Per capita market income no greater than two-thirds (67%) U.S. average;
  2. Poverty rate at 150 percent of the U.S. average or greater;
  3. Three-year unemployment at 150 percent of the U.S. average or greater.
