The Concurrent Engineering Research Center at Morgantown

National Aeronautical Space Administration (NASA)
Located in the heart of West Virginia’s technology
sector, the NASA Independent Verification and Validation (IV&V)
Facility was established in 1993 as part of an agency-wide
strategy to provide the highest achievable levels of safety
and cost-effectiveness for mission critical software. The
IV&V Facility was founded under the NASA Office of Safety
and Mission Assurance as a direct result of recommendations
made by the National Research Council (NRC) and the Report
of the Presidential Commission on the Space Shuttle Challenger
Accident. Since then, the IV&V Facility has experienced
continual growth in personnel, projects, capabilities and
accomplishments. The IV&V Facility’s efforts have
contributed to the improved safety record of NASA since its
inception. Today, the IV&V Facility is governed by the
Goddard Space Flight Center and houses more than 150 full-time
employees and leverages the expertise of over 20 in-house

the National Research Center for Coal and Energy (NRCCE) identifies,
develops, promotes, coordinates, supports and conducts multidisciplinary
energy and environmental research and service programs that
are important to industry, the state, and the nation. The
NRCCE accomplishes its mission through the efforts of faculty,
professionals, students and external collaborators working
through organized program units, each of which serves the

transferring information through multimedia systems and learning
programs; and by providing support services to facilitate

Office of Law Enforcement Technology Commercialization
Established in 1995, the Office of Law Enforcement Technology Commercialization (OLETC) is a program of the National Institute of Justice’s Office of Science and Technology. Its mission is to develop and deploy an active, broad-based national program to assist in the commercialization of innovative technology for use by the law enforcement and corrections community. OLETC’s primary objective is to bring research and private industry together to put affordable, market-driven technologies into the hands of law enforcement and corrections personnel. OLETC, located in Wheeling, actively solicits manufacturers to commercialize technologies based on requirements identified by the Department of Justice, National Institute of Justice and its Law Enforcement and Corrections Technology Advisory Council as well as from law enforcement and corrections practitioners. RCBI provides manufacturers with regional access to advanced
CNC equipment, affordable workforce development and technical
training programs designed and customized to meet their needs.
RCBI assists manufacturers with implementation of documented
quality systems to ensure they remain effective suppliers
while providing assistance to compete for Department of Defense
(DoD) contract opportunities. For more than a decade, RCBI
has provided more than 600 technical training initiatives
to 5,000 individuals who represent more than 600 industrial
